Almost 70% of the municipal solid waste generated in the US is not recycled or composted. This report explores issues in municipal solid waste recycling programs at all levels of government and provides recommendations for potential policy options for more effective implementation. The report represents findings and information gathered by a committee of experts that included ARE Professor Sofia Villas-Boas and 2017 ARE Alumna Rebecca Taylor.
